Try a search for mount a vdi image on windows? A tool called 'ImDisk Virtual Disk Driver' seems to be free and current.

Mounting a VDI-file as a windows drive you must call ImDisk with its option -b offset, and it is best done from commandline using CMD.

For now, as a workaround, you could try to attach the .vdi file to a Windows virtual machine, and create the partitions from there.
