HWiNFO Author​​ Yes. This is to avoid frequent fluctuations in fan speed in case the temperature changes too frequently.

I am currently using the portable version of HWiNFO64 Free v7.12-4580 on a Win 10 Pro v20H1 laptop and would like to monitor fan speed(s) in real time.

Fan Control is not an official HWiNFO feature and there are currently only very few specific machines supported.

This is most probably because the fan control software doesn't support synchronization with other clients accessing the eSIO controller.

HWiNFO can control fan speed, but not all devices are supported. Some users report issues with limited RPM values and needing to manually start the control.

HWiNFO currently supports controlling up-to 3 fans. I will extend this in the next (Beta) build to 4 fans, so you should be able to control that ...

Fans are PWM controlled so use the fan software provided by the motherboard vendor. 3rd party software such as Speedfan can also manage them.

HWinfo64 is great, but doesn't handle fans. What you really want for fan monitoring and control is this.
