On a Windows 7 system, I see the value stored in Wallpaper is C:-Users-Username-AppData-Roaming-Microsoft-Windows-Themes-TranscodedWallpaper.

The Wallpaper folder is at C:-Windows-Web-Wallpaper . Hope this helps.
